In the indictment prepared by the Organized Crimes Investigation Bureau, it was noted that the armed criminal organization led by Ramazan Taş, known by the nickname "Ümit," kidnapped victims in many districts, especially in Esenler, looted vehicles for use in crimes, and was involved in various armed conflict incidents with these vehicles.
THEY ENGAGED IN CONFLICT AND PUBLISHED IT ON TIKTOK
The indictment reported that the suspects frequently engaged in armed conflict with the armed criminal organization named "Çapkanlar" while acting in unity of thought and action, and that they intimidated each other by broadcasting their actions live on their accounts on the social media platform "TikTok." It was also stated that the suspects were reported many times due to their actions, and an investigation was initiated by the prosecutor's office in this context.
In the indictment, it was mentioned that after determining that the suspects had carried out 24 armed actions, an indictment was prepared on November 18, 2025, for the Bakırköy 3rd Heavy Penal Court, and while the investigation into the initial indictment actions was ongoing, a new investigation was initiated due to the suspects' involvement in new actions.
In the organization led by Taş, the indictment stated that suspects Yılmaz Taş, Yılmaz Aldemir, and Yusuf Kara held positions as organization managers, and it was noted that Taş particularly acted with individuals prone to crime around him, engaged in illegal activities, carried out armed actions against rival groups, attempted to resolve their own issues, and placed themselves in the position of "lawmakers."
THE ADDRESS IDENTIFIED IN ESENLER WAS USED AS A CELL HOUSE BY THE ORGANIZATION
The indictment stated that at the address identified as being used by the suspects in Esenler, crime elements were hidden, and some victims were held and assaulted there. The indictment included a report sent by the Esenler District Police Department to the Istanbul Organized Crime Fighting Branch, stating that there was enmity between the Taş and Çapkan families and their surroundings, and that both groups generated unofficial financial income through drug trafficking, illegal gambling, and card cloning, leading to a conflict of interest between them due to reasons such as their accomplices and clients being the same individuals.
"THEY HAVE SYSTEMATICALLY USED CHILDREN"
After the operation against the organization, the indictment noted that Ramazan Taş was arrested, and during his time in prison, he continued the organization's activities and sent instructions to the organization members outside to ensure the flow of money was not interrupted.
The indictment stated that the mentioned actions were carried out particularly under the planning and coordination of the suspects Yılmaz Aldemir and Yusuf Kara, who are the organization managers, and included the statement: "Recent field observations, operational studies, and reports from relevant public institutions regarding the use of children in criminal activities by organized crime groups have revealed that organized crime structures systematically use children who are led to crime."
"ORGANIZATIONS SEE THE LIMITED CRIMINAL RESPONSIBILITY OF CHILDREN AGED 12-17 AS AN OPPORTUNITY"
The indictment stated, "These organizations particularly exploit children aged 12-17, taking advantage of their limited or non-existent criminal responsibility due to their young age, using them as intermediaries in criminal activities such as drug trafficking, carrying weapons, theft, pickpocketing, scouting, threats, and armed attacks. It was noted that children are especially selected from families experiencing economic difficulties or from crime-prone environments, and that they are often bound to the organization by instilling feelings such as protection, belonging, power, and material gain."
