A new circular issued by the Istanbul Governorship has prohibited the uncontrolled feeding of stray dogs throughout the city. The justification for the ban includes statements such as "to prevent the increase in pest and rodent populations, to avoid environmental pollution and disruptions in ecological balance; as well as to reduce potential risks to public health and safety."
The Istanbul Governorship has published a circular titled "Regarding the Works and Actions to be Taken for Stray Animals."
In the circular, it was reminded that local governments have been assigned duties and responsibilities regarding the works and actions for stray animals in accordance with the Animal Protection Law No. 5199, the Implementation Regulation on the Protection of Animals, and relevant legislative provisions. It was stated that the works carried out for stray animals in the city were evaluated during the Provincial Animal Protection Board Meeting held on November 5, 2025.
"LAND ALLOCATIONS HAVE BEEN MADE FOR THE ESTABLISHMENT OF SHELTERS IN ALL MUNICIPALITIES"
The circular included the following statements: "Land allocations have been made for the establishment of natural habitats and shelters in all municipalities across our province, and it has been decided that the project development, tender, and construction processes in the allocated areas should be completed urgently. The collection, neutering, and rehabilitation processes of stray dogs should be expedited, and the transfer of dogs to shelters/natural habitats should be carried out promptly in accordance with the relevant legislative provisions. As stated in Article 5 of the Provincial Animal Protection Board Meeting dated July 2, 2025; to prevent the increase in pest and rodent populations, environmental pollution, and ecological imbalances; and to reduce potential risks to public health and safety, uncontrolled feeding of stray dogs should not be allowed, especially in health and educational institutions, airports, places of worship, parks, gardens, roadside areas, and playgrounds. This issue should be meticulously followed by the responsible authorities in order, and any disruptions in implementation should be avoided. Additionally, any loss of life and property and all damages that may arise from stray animals will be evaluated within the scope of the negligence of the duties and responsibilities of municipalities in accordance with the relevant legislative provisions; I kindly request your information and necessary actions."
