The municipality with the highest social security debt is İzmir Metropolitan Municipality, with 18.1 billion TL; followed by Adana (7.8 billion TL) and Ankara (7.7 billion TL). It was announced that the total debt of municipalities to the social security institution was 234.2 billion TL as of August 2025, and this issue became a topic of debate between the government and the opposition throughout the year. The list also included Şişli, Balıkesir Metropolitan, İBB (3.9 billion TL), Beşiktaş, Ataşehir, and Sarıyer among the municipalities with high debts.
The municipalities with the highest debts to the Social Security Institution were listed. İzmir Metropolitan Municipality took the first place with a debt of 18 billion lira, followed by Adana and Ankara.
POLEMIC BETWEEN THE GOVERNMENT AND THE OPPOSITION
As the year 2025 came to a close, one of the most talked-about issues of the past year was the premium debts of municipalities to the Social Security Institution (SGK). In this context, numerous disputes occurred between the ruling and opposition parties. The ruling party criticized the opposition for not paying the debts, while the opposition accused the government of not helping in the payment of the debts.
TOTAL DEBT 234 BILLION LIRA
The total premium debts of municipalities to SGK were announced as 234.2 billion lira as of August 2025. In this regard, Minister of Labor and Social Security Vedat Işıkhan stated that they are equally distant from all political parties regarding the debts of municipalities and that their doors are open to all municipalities that are trying to pay their debts. Işıkhan also mentioned that they provide all necessary facilities under the relevant legislation if municipalities express their will to pay their debts.
THE 3 MUNICIPALITIES WITH THE HIGHEST DEBTS TO SGK
As of October 2025, when looking at the debts of municipalities, İzmir Metropolitan Municipality ranked first among the most indebted municipalities with 18 billion 103 million 43 thousand 854 lira. It was followed by Adana Metropolitan Municipality with 7 billion 836 million 600 thousand 929 lira and Ankara Metropolitan Municipality with 7 billion 698 million 156 thousand 483 lira, making them the top three indebted municipalities.

As of October 2025, the ranking of other municipalities with the highest debts to SGK, including company debts, late fees, and increases, is as follows:
- Şişli Municipality of Istanbul 6 billion 14 million 509 thousand 306 lira,
- Balıkesir Metropolitan Municipality 5 billion 254 million 514 thousand 519 lira,
- Istanbul Metropolitan Municipality 3 billion 900 million 215 thousand 328 lira,
- Beşiktaş Municipality of Istanbul 3 billion 586 million 829 thousand 596 lira,
- Ataşehir Municipality of Istanbul 3 billion 568 million 291 thousand 212 lira,
- Sarıyer Municipality of Istanbul 3 billion 257 million 899 thousand 347 lira
