The second offer in the wage negotiations between public workers and the government has been made. Accordingly, the government proposed a 17% raise for the first 6 months and a 10% raise for the second 6 months for 600,000 public workers.

THE FIRST OFFER WAS DISAPPOINTING



In the first official meeting held on June 13, the Turkish Heavy Industry and Service Sector Public Employers' Union (TÜHİS), representing public employers, presented the first wage increase proposal for 2025. Accordingly: a 16% increase was proposed for the first 6 months of 2025, 8% for the second 6 months, 7% for the first 6 months of 2026, and 5% for the second 6 months. The workers' side rejected this proposal, finding it insufficient and unrealistic in terms of both wage increase and social rights.



THE SECOND OFFER HAS BEEN ANNOUNCED



The wage increase proposal for public workers has been announced. The government's second wage increase proposal for 600,000 public workers is 17% for the first 6 months of 2025 and 10% for the second 6 months. The proposal for 2026 remains unchanged, with 7% for the first 6 months and 5% for the second 6 months.



WHAT DO WORKERS WANT



The workers' group demands that the minimum daily wage be raised to 1800 TL for 2025, followed by a 50% increase for the first 6 months, 25% for the second 6 months and the first 6 months of 2026, and an additional 10% welfare share for other periods.



THE AGREEMENT DOES NOT ONLY AFFECT PUBLIC WORKERS



The Public Collective Labor Agreement Framework Protocol affects not only public workers but also a wide range of areas from civil servants' collective bargaining negotiations to collective labor agreements in the private sector. The 8th Term Collective Agreement negotiations, which concern approximately 4 million civil servants and 2.5 million retired civil servants, are also part of this process.
