Social Security Consultant Murat Bal stated that the most critical factor in the 8th Term Collective Bargaining negotiations is the increase in the base salary. Bal mentioned that the 1000 TL increase is insufficient and expressed that if the figure were to rise to the level of 4-5 thousand TL, civil servants would be more likely to agree.

The negotiations for the 8th Term Public Collective Bargaining Agreement, which will determine the financial and social rights of civil servants and retired civil servants in 2026-2027, are ongoing. According to the latest offer from the Public Employers' Committee, a 11% increase is proposed for the first six months of 2026, and a 7% increase for the second six months; for 2027, a 4% increase is anticipated for both six-month periods. Additionally, the previously raised proposal for a 1000 TL increase in the base salary has been reiterated.
"INCREASE IN BASE SALARY IS CRITICAL"
Social Security Consultant Murat Bal, who participated in the Ekol TV broadcast, emphasized that the most critical point of the process is the increase in the base salary by evaluating the proposals made. Bal stated: "The first offer was 10-6 for 2026 and 4-4 for 2027. Later, the public side proposed a 1000 TL increase in the base salary. This is a very important step, but the amount is low. If this increase is raised to the level of 4-5 thousand lira, I think the civil servant side may agree."
"MUST BE COMPLETED BY AUGUST 31"
Bal reminded that the negotiations must be completed by August 31, stating that otherwise, the arbitration committee process will be initiated. However, Bal noted that the civil servant side does not want an arbitration committee, saying, "Because the outcome is predetermined due to the numerical superiority of the state there."
SOCIAL RIGHTS EXPECTATIONS NOT MET
Bal stated that despite 2025 being declared the "Year of the Family," no concrete proposal regarding social rights such as childcare, child support, and rent assistance has been brought to the table. He also mentioned that the issue of the 3600 additional indicator for those reaching the first degree is also on the agenda. "We will see how the result will be," he expressed.
"THE PRESIDENT FACTOR MAY BE DETERMINATIVE"
Bal recalled that, as in the previous collective bargaining process, if the parties cannot reach an agreement, President Erdoğan may intervene, stating, "Like with public workers, the President can invite the parties to the palace to facilitate a compromise."
