"Decision from the Constitutional Court that will upset civil servants and retirees regarding salary increase."

28.10.2025 10:20

The Constitutional Court rejected the request to suspend the salary increases for civil servants and retirees for the years 2026-2027. The court deemed the application inadmissible on the grounds that poverty does not pose a serious threat to "material and spiritual integrity." Thus, the Public Arbitration Board's decision for an 18.8% increase will remain in effect.

The Constitutional Court (AYM) has made a critical decision that affects millions of civil servants and retirees. The court rejected the request to temporarily suspend the implementation of the wage increase rate determined by the Public Arbitration Board for the years 2026-2027.

POVERTY NOT CONSIDERED AS A REASON

In its decision, the AYM stated that "poverty does not pose a serious threat to the material and spiritual integrity of the individual," ruling that there was no violation of rights that would necessitate the suspension of the increase.

LAWSUIT FROM A HONORARY MEMBER OF THE COURT OF CASSATION

Seyfettin Çilesiz, an honorary member of the 7th Criminal Chamber of the Court of Cassation, who had previously taken the Turkish Statistical Institute (TÜİK) to court on the grounds that it caused retirees and employees to receive low increases, had now brought the rates determined by the Public Arbitration Board to the Constitutional Court. Çilesiz argued that despite the government's inflation expectation for 2026 being 20%, the cumulative increase of 18.8% for civil servants and retirees would lead to impoverishment and requested the "temporary suspension and annulment" of the decision.

INCREASE RATES WILL BE VALID

According to the news in Sözcü; with the AYM's rejection decision, there will be no changes to the wage increase rates that civil servants and retirees will receive in 2026-2027. The decision has caused disappointment among millions of civil servants and retirees who were expecting a fair arrangement in salary increases.
