Real estate valuation prices in Üsküdar have sparked controversy. The headman of Burhaniye Neighborhood, Kadir Uğurtay, stated that he does not accept the 700% increase and therefore did not sign. He emphasized that this rate of increase would put the neighborhood residents in a difficult situation. Uğurtay mentioned that he was blocked on social media by Sinem Dedetaş for explaining the issues, saying, "I am not the one who is blocked; the people of Burhaniye are the ones who are blocked."

The real estate appraisal values valid between 2025-2029 in Üsküdar, Istanbul have sparked public debate. Burhaniye Neighborhood Muhtar Kadir Uğurtay expressed his reaction by stating that the rate of increase will put the neighborhood residents in a difficult situation. The Üsküdar Municipality, in a written statement, announced that the determined appraisal values are not at the municipality's discretion and were established through a legal and transparent process.

UGURTAY: A 700% INCREASE IS VERY HEAVY, I DID NOT SIGN

Burhaniye Neighborhood Muhtar Kadir Uğurtay stated in a press conference in front of the muhtarlık that he does not accept the 700% increase in appraisal values and therefore did not sign. Uğurtay noted that the rate of increase will lead his neighbors into economic difficulties, saying: "This rate will put many of my neighbors in a very big trouble next year. This decision had already been made; the muhtars were only made to appear as if they were included in the process. This authority belongs to the Üsküdar Municipality, and they can lower it if they want."

"SİNEM DEDETAŞ BLOCKED ME"

Muhtar Uğurtay also expressed that he was personally blocked on social media platforms by Üsküdar Mayor Sinem Dedetaş for voicing the problems: "They were disturbed because I talked about issues like the removal of debris in my neighborhood. I am not the one who is blocked; the entire Burhaniye community, whether they vote or not, has been blocked."

"IT IS NOT IN OUR DISCRETION"

Following the muhtar's statements, the Üsküdar Municipality also made a written statement. The announcement from the municipality emphasized that the real estate appraisal values are not determined by the mayors or arbitrary decisions of the municipalities, stating, "Land and property unit values are determined by 'Valuation Commissions' under Article 29 of the Property Tax Law No. 1319. These commissions include representatives from the municipality, tax office, land registry office, chamber of commerce, and the neighborhood muhtar."

The statement also noted that the new values belonging to Üsküdar were unanimously approved by the Upper Board and are part of a legal process conducted simultaneously across Turkey.

"APPRAISAL VALUES ARE STILL 35% BELOW THE MARKET"

The municipality's statement also included the following remarks: "The real estate appraisal values in Üsküdar are still at an average of 35% of the market sale values. Tax increases will also be implemented gradually starting from 2027 according to the presidential decree."
