It has been revealed that a court clerk working at the Ankara Courthouse used the deposit money from investigation files for online betting. In the incident that began with a complaint from the clerk's father and resulted in a loss exceeding 500,000 lira, the suspect was charged with "chain embezzlement."

An indictment was prepared against the court clerk O.Ç, who was determined to have used the entrusted funds related to investigation files at the Ankara Courthouse, for the crime of "embezzlement in a chain manner."

IT ALL STARTED WITH HIS FATHER'S COMPLAINT

According to the indictment prepared by the Ankara Chief Public Prosecutor's Office, O.Ç's father, S.Ç, called the Head of the Writing Department, B.K, and reported that "his son had taken entrusted funds during his time working at the Smuggling and Organized Crime Investigation Bureau and used them to replace later."

The next day, S.Ç and his son O.Ç came to the courthouse and met with the Head of the Writing Department, B.K, in the presence of other court clerks. Father S.Ç stated that "his son had been withdrawn for a while, and during a meeting on January 4, his son told him that he had used entrusted funds and did not know how to explain this situation."

HE CONFESSED HIS CRIME

During the meeting, O.Ç confirmed his father's statements, stating that after being assigned to Ankara in 2024, he started to play online betting to cover his increasing debts, and that he planned to use entrusted funds related to the files and replace them later because he had no money.

O.Ç stated that he occasionally deposited the said funds into his bank account, sometimes spent them in cash, lost a large portion in online betting, and therefore could not replace them. Following the submission of a photocopy of the note he kept regarding the money he received, a criminal complaint was filed regarding the incident. The Chief Public Prosecutor's Office prepared an indictment against the court clerk O.Ç for the crime of "embezzlement in a chain manner."

MORE THAN 500 THOUSAND TL

In his statement included in the indictment, the suspect O.Ç accepted the accusation and expressed his desire to compensate for the public damage. His father, S.Ç, also applied to the Chief Public Prosecutor's Office, stating that the damage would be covered.

The indictment stated that the suspect embezzled a total of 501,860 lira, 350 dollars, and 60 pounds from various investigation files on different dates. It was recorded in the indictment that a notification was made to the suspect's lawyer for the compensation of the public damage, and as a result, on January 29, the said damage was covered, and the money was deposited into the relevant files and delivered to the Judicial Custody Office along with the receipts.

The indictment reminded that O.Ç was serving as a court clerk at the Smuggling and Organized Crime Investigation Bureau on the date of the incident, and it was determined that O.Ç had actual control and responsibility over the money received under judicial custody, yet he unlawfully transferred the said funds to his own possession.

AN ASSESSMENT OF EFFECTIVE REMORSE IS BEING MADE

The indictment noted that the actions of the suspect O.Ç constituted the crime of "embezzlement in a chain manner," and due to acting with the decision to commit the same crime on different dates, the provisions of chain crime should be applied, and also that his compensation of public damage during the investigation phase should be legally evaluated for benefiting from the provisions of effective remorse.
