In the Çermik district of Diyarbakır, it was determined through a narrowed-down base study that the suspect, who was arrested on the charge of murdering 27-year-old Gülizar B. 10 years ago, visited the cave where the body was found seven times after the incident.

On August 9, 2015, in a rural cave in Çermik, the body of a woman was found burned and buried in a cemetery for the unclaimed. In relation to the investigation initiated by the Diyarbakır Chief Public Prosecutor's Office regarding her murder, a special team was formed by the Provincial Gendarmerie Command's Gendarmerie Crime Investigation Team (JASAT) and the Criminal Branch Directorate, along with the Çermik District Gendarmerie Command.



With the efforts of the special team, it was determined that the suspect Mehmet Biroğlu (42), who was arrested in connection with the murder that was clarified 10 years later, had visited the crime scene 7 times after the incident, as established by a narrowed base study.

"According to the base signal given by the mobile phone, it was determined that the suspect Mehmet Biroğlu arrived in Diyarbakır from İzmir on July 13, 2015. On July 29, 2015, when his family reported Gülizar B missing, it was noted that Biroğlu's phone was signaling in the vicinity of the area below the Maden district of Elazığ around 09:46 and 10:07. After this call, it was determined that the phone was either turned off or shut down. The phone was turned on in İzmir at around 09:43 on July 31, 2015, and remained off for about 3 days. This is considered contrary to the ordinary course of life. The suspect's phone is evaluated to have signaled in the area and vicinity where the body of the victim Gülizar B was found at 21:56 on January 12, 2016, at 22:40 on January 14, 2016, at 18:15 on January 15, 2016, at 17:15 and 17:26 on January 16, 2016, at 21:21 on January 17, 2016, at 18:15 on January 18, 2016, and at 20:30 on January 20, 2016."



The report also recorded that the phone used by Mehmet Biroğlu signaled in the area where Gülizar B's body was found at 16:22 on January 19, 2015, before she went missing.



THE SUSPECT CLAIMED IN HIS STATEMENT THAT HE DID NOT GO TO THE CRIME SCENE



The arrested suspect Mehmet Biroğlu stated in his statements to the gendarmerie and the prosecutor's office that Gülizar B had a heart condition and that he had taken her to the hospital 3-4 times with the knowledge of her family.



Biroğlu said, "I have no romantic relationship with Gülizar B. I spoke to her on the phone on the day she went missing, but I did not meet her. I did not go to the rocky area in the rural Petekkaya neighborhood of Çermik. I just learned the location where the body was found, and I definitely did not kill her. I did not go to the crime scene after the murder. I have no objection to the detection of the base signal information given by my mobile phone at the crime scene."

When asked about the fact that, according to HTS examinations, he had frequently spoken with Gülizar B, a total of 1027 times in about 1.5 months, and that he had not made any calls after learning of her disappearance, Biroğlu said:



"Gülizar always called me; we talked normally. I wanted to get married because I didn't have a child, and she was trying to find a girl for me. I did not feel the need to search because the people who informed me about Gülizar's disappearance said they could not reach her. The last time she spoke to me, but I do not know what happened to Gülizar. On the day of the incident, Gülizar called me from an unknown number in Ergani district and said, 'I arranged a girl for you, come up from the three roads.' I went to the place she mentioned and waited for 15-20 minutes. When no one came, I went to Diyarbakır to go to İzmir. After that, I had no contact with Gülizar. The reason my phone was off could be that the battery died. I do not remember plugging my phone in to charge when I went to İzmir."



Gülizar B's husband, H. B., stated in his testimony that Mehmet Biroğlu was his stepsister's son.



H. B. claimed that on the day she went missing, his wife called him between 09:00 and 10:00 and cursed at him, and after hanging up, he could not reach her again.



The suspect Mehmet Biroğlu's ex-wife, F. A., also stated in her testimony, "Gülizar used to get into my ex-husband Mehmet's car, and they would go to the hospital. They were close, but I do not know if there was a romantic relationship between them. Mehmet would constantly talk on the phone, but I do not know who he was talking to or messaging. On the day Gülizar went missing, Mehmet packed a bag and left the house, but he returned home a few days later."

DECISION OF INCOMPETENCE IN THE INVESTIGATION FILE



The investigation file was sent to the Ergani Chief Public Prosecutor's Office by the Diyarbakır Chief Public Prosecutor's Office with a "decision of incompetence."



The decision included the following statements:



"The suspect Mehmet Biroğlu attempted to destroy the body of Gülizar B with the axe found at the crime scene. The suspect then continued his actions to destroy the body by burning it. Despite 10 years passing since the incident, he has committed the murder of Gülizar B with premeditation without showing any signs of remorse. It has been determined through narrowed base studies that the suspect visited the crime scene several times later. It has been understood that the location where the incident occurred is outside our jurisdiction. It was decided to send the documents to the Ergani Chief Public Prosecutor's Office for the necessary actions in accordance with Articles 12 and following of the CMK."

IDENTITY DETERMINED THROUGH DNA ANALYSIS AND REINTERVIEWING



On July 29, 2015, relatives of Gülizar B, a married woman and mother of 3 children who did not return to her home in the Dicle district of Diyarbakır, filed a missing person report. On August 9, 2015, a family picnicking in the rural Petekkaya neighborhood of Çermik reported the situation to the gendarmerie after noticing a smell.

The teams from the District Gendarmerie Command dispatched to the scene encountered a burned body in the cave. Since the identity of the body could not be determined during the autopsy, the funeral was buried in the section for unclaimed bodies at the Yeniköy Cemetery in Diyarbakır.

During this process, an investigation was deepened by the Diyarbakır Chief Public Prosecutor's Office to clarify the murder, for which the perpetrator could not be identified. Upon the instruction of the Chief Public Prosecutor's Office, a special team was formed by the Provincial Gendarmerie Command's Gendarmerie Crime Investigation Team (JASAT) and the Criminal Branch Directorate, along with the Çermik District Gendarmerie Command, to solve the murder.

In the studies conducted by the Provincial Gendarmerie Command and JASAT, it was evaluated that the body might belong to Gülizar B., who was reported missing in 2015 at the Diyarbakır Kayapınar Peace Police Center. Upon the instruction of the Diyarbakır Chief Public Prosecutor's Office, it was decided to merge two files related to the missing person and the body.

Within the scope of the investigation, Mehmet Biroğlu, who was determined to have frequently communicated with Gülizar B. in previous HTS records, was detained and arrested on May 20. The identity of the body was determined 10 years later through a DNA examination and a new facial reconstruction study.

Based on the evidence obtained from the DNA examination, HTS, and narrowed base studies, Biroğlu, who was transferred again from Diyarbakır T Type Closed Prison to Diyarbakır Courthouse, was re-interrogated, and it was decided to continue his detention.

The family of Gülizar B. reached her grave in the cemetery for unclaimed bodies after 10 years.
