The economic omnibus bill presented to the Parliament introduces annual fees for a number of professional groups. According to the regulation, jewelers will pay 30,000 TL, real estate agents and doctors will pay 20,000 TL, private medical centers will pay 50,000 TL, and dental health hospitals and animal hospitals will pay 40,000 TL. Additionally, a notary fee of 0.2% will be applied to vehicle sales, and the tax exemption on rental income will be abolished in 2026.

A comprehensive regulation proposal consisting of 35 articles related to the economy has been submitted to the Turkish Grand National Assembly (TBMM). The proposal includes important articles such as a 0.2% notary fee on vehicle sales, annual fees for professional groups, and the removal of exemptions on rental income. AK Party Group Chairman Abdullah Güler shared the details of the proposal with the public at a press conference held in the Assembly.

ANNUAL FEES FOR DOCTORS AND JEWELERS

According to the new bill;

  • Doctors and real estate agents will pay an annual fee of 20,000 TL,
  • Jewelers will pay an annual fee of 30,000 TL.

WHO WILL PAY HOW MUCH FEE?

Additionally, areas such as jewelry, second-hand vehicle sales, real estate trade, private health institutions, and precious metal enterprises will be subject to annual fees for authorization certificates and licenses. According to a report in Hürriyet; license fees ranging from 1 to 2 million TL will be charged for precious metal refineries, while commercial aviation enterprises will be charged 7.5 million TL. In metropolitan areas, these fees will be applied with a one-time increase in districts with populations exceeding 30,000.

RENTAL EXEMPTION IS BEING REMOVED

According to the proposal, the tax exemption applied to residential rental income will be removed as of January 1, 2026. Only citizens receiving retirement, disability, widow, and orphan pensions will continue to benefit from this exemption. In 2025, the current exemption of 47,000 TL will be applied for the last time.

A 0.2% FEE ON VEHICLE SALES IS INTRODUCED

A fee of 0.2% will be charged on the sale price of new and second-hand vehicles by notaries. This amount will be at least 1,000 TL.

EMPLOYER PREMIUM SUPPORT IS DECREASING

With the proposal;

  • The 4-point premium support applied in non-manufacturing sectors will be reduced to 2 points,
  • Young entrepreneur premium support will be removed,
  • The upper earnings limit for premiums will be increased from 7.5 times to 9 times.

Güler stated that these steps aim to strengthen the "sustainability of the social security system."

FEE LIMIT FOR FOUNDATION UNIVERSITIES

The bill imposes restrictions on tuition fee increases for foundation universities. Increases will now be determined by the Higher Education Council, taking into account the average of the Producer Price Index (ÜFE) and Consumer Price Index (TÜFE), rather than by the board of trustees.

REAL ESTATE TAX REGULATION IS ON THE WAY

Abdullah Güler announced that efforts are ongoing to create fairer and more balanced rates for real estate taxes, and the relevant regulation will be presented to the Assembly next week.
