The Bakırköy Chief Public Prosecutor's Office made a comprehensive statement regarding the news and shares reflected in the public about allegations of mistreatment and inadequate healthcare services for detainees and convicts in the Marmara Penal Institutions. The statement emphasized that the mentioned allegations do not reflect the truth, and that all processes in the prisons, from healthcare services to living conditions, are carried out in accordance with the regulations, and that all necessary inspections are conducted regularly.

The official statement emphasized that all operations in penal institutions are carried out in accordance with the legislation and without discrimination.

CLEAR RESPONSE TO THE ALLEGATIONS

The Chief Public Prosecutor's Office reported that the allegations based on the statements of the defendants in a case heard at the Istanbul 40th Heavy Penal Court, claiming that detainees and convicts cannot access treatment, cannot find medication, that the wards are overcrowded, and that they are subjected to inhumane treatment, do not reflect the truth.

The statement noted that as of April 13, 2026, there are a total of 31,475 detainees and convicts in the Marmara Penal Institutions Campus.

HEALTH SERVICES DETAILED

The Chief Public Prosecutor's Office shared detailed information regarding the health processes of the mentioned defendants:

It was stated that regular examinations have been conducted for defendant Y.U.Ş since his entry into the prison, and that he was checked 6 times at the infirmary and 2 times at a state hospital, with his medications delivered without any deficiencies.

Similarly, it was expressed that defendant N.C.C also underwent regular health checks, with a total of 4 infirmary and 2 hospital examinations, and that he did not go to a hospital referral of his own accord.

The statement emphasized that the treatment processes of all detainees and convicts are meticulously monitored and that prescribed medications are delivered against a signature.

EXPLANATION ON DEATH ALLEGATIONS IN WARDS

The statement also clarified the alleged death incidents in the wards where no intervention was claimed.

It was reported that after convict R.U, who was in the same ward as defendant U.Y, fell ill on October 30, 2025, he was taken to Marmara Penal Institution State Hospital, Silivri State Hospital, and Kanuni Sultan Süleyman Training and Research Hospital in succession, but the convict, who was suffering from kidney failure, did not respond to treatment and passed away. It was also noted that convict H.Ö, who was housed in the same ward as U.Y, fell ill on February 6, 2026, and was taken to Marmara Penal Institution State Hospital and Başakşehir Çam and Sakura Hospital in succession, but the convict, who was diabetic, also did not respond to treatment and passed away.
