The second meeting of the collective bargaining negotiations, which concern millions of civil servants and retired civil servants, has concluded. A proposal was made to increase salaries by 10% for the first six months and by 6% for the second six months, along with a proposal to raise the base salary by 1,000 TL. In response to the new proposal, Memur-Sen stated, "Such a proposal is unacceptable."

The government has made a second offer in the wage negotiations for civil servants and retired civil servants.

While civil servants who found the first offer insufficient continue their protests, Memur-Sen General President Ali Yalçın stated that he had met with the Minister of Labor and Social Security Vedat Işıkhan and that the offer needed to come today. Memur-Sen, along with the general presidents of three confederations, met with Minister Işıkhan today at 16:30 at the ministry.

After the second meeting, in addition to the previously presented proposal by the Public Employer Delegation for a 10% raise for the first 6 months of 2026 and a 6% raise for the second 6 months, an increase of 1,000 TL in the base salary of civil servants was proposed.

Memur-Sen General President Ali Yalçın expressed his reaction by saying, "Only an increase of 1,000 TL was made to the base salary. The address is correct, but the amount is extremely wrong. Important results must come from this table. This offer does not meet expectations, and I say that very clearly. This means pointing to the field for us and our unions. We have four days ahead. We have discussed, but there is no binding statement. There are general proposals on the table. No binding statements have been made. The process continues. We want the process to evolve positively. A new offer should be announced as soon as possible. Such an offer is unacceptable."

WHAT DOES MEMUR-SEN WANT?

As Memur-Sen, we are asking for a 10% welfare share, an increase of 10,000 TL in the base salary for the first six months of 2026, a 25% proportional raise, and a 20% proportional raise for the second six months. For the first six months of 2027, we demand an increase of 7,500 TL in the base salary, a 20% proportional raise, and a 15% increase for the second six months.
