The meeting regarding salary negotiations with civil servant unions at the Ministry of Labor and Social Security has concluded. In the first meeting, the government proposed a 10% raise for the first six months of 2026 and a 6% raise for the second six months. In the second meeting, they additionally offered an increase of 1000 lira in the base salary.

WAGE BARGAINING BETWEEN THE GOVERNMENT AND CIVIL SERVANT UNIONS



The 8th Term Collective Bargaining negotiations, which cover approximately 4 million civil servants and 2.5 million retired civil servants, are progressing according to schedule. In this process, Memur-Sen General President Ali Yalçın, Turkey Kamu-Sen General President Önder Kahveci, and Birleşik Kamu-İş General President Orhan Yıldırım met with Minister Işıkhan, hosted by the Ministry of Labor and Social Security.



PROPOSAL FOR "1,000 LIRA INCREASE IN BASE SALARY"



During the meeting, in addition to the previously presented proposal by the Public Employer Delegation for a 10% + 6% increase for the year 2026, a new item was proposed to the presidents.



Accordingly, an increase of 1,000 lira in the base salary of civil servants was suggested. Authorities stated that the negotiation process between the public employer delegation and union presidents regarding service branches, chaired by Minister Işıkhan, will continue next week, including the weekend.



It is expected that the negotiations will conclude with a consensus that will both maintain financial balance and increase the purchasing power of civil servants and retired civil servants, resulting in a signed agreement at the table.



MEMUR-SEN GENERAL PRESIDENT: THIS PROPOSAL DOES NOT MEET EXPECTATIONS



Memur-Sen General President Ali Yalçın stated that the government's proposal is not acceptable. Yalçın expressed: "A 1,000 TL increase in the base salary is the only adjustment made. The address is correct, but the amount is extremely wrong. Important results must come out of this table. This proposal does not meet expectations, and I say that very clearly. This indicates to us, the unions, that we need to signal the field. We have four days ahead. We have discussed, but there is no binding sentence. There are general proposals on the table. No binding sentence has been established. The process continues. We want the process to evolve positively. A new proposal should be announced as soon as possible. Such a proposal is unacceptable.



We just requested the second proposal. However, I am not sure whether we should express the second proposal or not. Only a proposal of 1,000 lira for the base salary was made. The address is correct, but the amount is extremely wrong. Important results must come out of this table. Since the base salary also concerns retirees, it is one of the most important demands. We requested that the proposal start with a base salary of 10,000 lira and that the negotiation process be opened from there. However, the expectation was attempted to be met with only a 1,000 lira improvement in the current proposal. This proposal does not meet this expectation."



WHAT DOES MEMUR-SEN WANT?



As Memur-Sen, we are proposing a 10% welfare share, an increase of 10,000 lira in the base salary, and a 25% proportional increase in the first half of 2026, and a 20% proportional increase in the second half. In the first half of 2027, we are demanding an increase of 7,500 lira in the base salary, a 20% proportional increase, and a 15% increase in the second half.
