It was determined that Zafer Uyar, the head of the municipal police at Çayırova Municipality, used the municipal vehicle to transport his daughter's belongings. When the inspector's reports confirmed the irregularity, Uyar was dismissed as a result of a disciplinary investigation.
In Kocaeli's Çayırova district, the long-debated allegations of "using a municipal vehicle for personal matters" have become official. The Municipal Police Director, Zafer Uyar, was suspended from duty after a disciplinary investigation was initiated when it was determined that he transported his daughter's belongings with municipal staff and a municipal vehicle.
CHP COUNCIL MEMBERS BROUGHT IT TO THE AGENDA
The issue was first brought to the agenda by CHP council members in February, who filed a criminal complaint against Mayor Bünyamin Çiftçi with the Chief Public Prosecutor's Office.
INSPECTOR REPORT CONFIRMED IRREGULARITY
CHP council members Turan Ağaç, Diren Eroğlu, Baran Aydın, Ahmet Kaygusuz, Fehim Kaya, Fettah Bitirgiç, and Yılmaz Bilmez filed a criminal complaint, stating that Police Director Zafer Uyar used a municipal vehicle for personal business. Inspectors sent to the municipality confirmed the irregular use based on the identified images and information during the investigation. Following the report, the disciplinary process was expedited, and Uyar's position was terminated.

Speaking on the matter, CHP council member Diren Eroğlu stated that they personally recorded the incident, saying, "On July 18, 2024, during working hours, we determined that Uyar loaded his daughter's belongings, who is studying at a university in Bursa, into the municipal vehicle with license plate 41 AKS 791 along with three police personnel. The property of the Çayırova people cannot be used for personal purposes." Eroğlu also recalled that they filed the criminal complaint together with all council members at the Gebze Courthouse.

CHP council member Turan Ağaç stated in a statement on his social media account that they were initially obstructed, saying, "We brought this issue to the council multiple times. At first, we were told that we were making slander, and our microphones were turned off. But we did not give up on expressing the truth. The inspector's report confirmed our allegations, and the police director was dismissed. Justice has been served."
