With the bill presented to the Parliament, it is planned to grant green passports to physicians and dentists who have served in private hospitals for at least 15 years under certain conditions, while the regulation aims to meet professional needs and eliminate the distinction between public and private sectors.

The expansion of the scope of the special stamped passport known as "green passport" in the public opinion in Turkey has come to the agenda. With the new bill presented to the Parliament, it is planned that physicians and dentists working in private hospitals will also benefit from this right.

A 15-YEAR CONDITION IS INTRODUCED

According to the proposal, it is foreseen that physicians and dentists who have worked in private health institutions for at least 15 years will be granted a green passport. However, to benefit from this right, candidates must not have received a prison sentence of one year or more for a deliberately committed crime.

EMPHASIS ON "PROFESSIONAL NEED"

In the justification of the bill, it was stated that physicians provide services to society regardless of public or private distinction, and that following international developments on-site is a requirement of modern medicine. It was emphasized that visa processes pose an obstacle at this point, and it was noted that the green passport is not a privilege but a "professional need."

THE EXPRESSION OF "DEBT OF GRATITUDE"

The proposal stated that there is a "debt of gratitude" towards physicians who have worked for many years for human health. By drawing attention to issues such as increasing incidents of violence in healthcare and the emigration of qualified healthcare workers, it was argued that the regulation would increase motivation.

THE GOAL OF EQUALITY IN HEALTHCARE

It was stated that one of the main objectives of the regulation is to eliminate the differences in rights between the public and private sectors. The proposal emphasized that the principle of "there should be no discrimination in healthcare" should be implemented. If the proposal presented to the Parliament becomes law, physicians who have worked for many years in the private sector will also be able to benefit from the right to a green passport.
