According to the new regulation published in the Official Gazette, vehicles with foreign license plates that do not pay highway and bridge tolls and administrative fines will not be able to exit Turkey. With the regulation, HGS subscription becomes mandatory for foreign-plated vehicles, and for unpaid crossings exceeding 45 days, a penalty of 4 times the toll will be applied.
A new regulation regarding the passage of vehicles with foreign license plates on toll highways and bridges in Turkey has been published in the Official Gazette and entered into force. With the new regulation, vehicles with foreign license plates that do not pay tolls and administrative fines will not be allowed to leave Turkey through border gates.
THOSE WHO DO NOT PAY THEIR DEBT WILL NOT BE ABLE TO CROSS THE BORDER
The Regulation on Toll Collection and Administrative Fines for Vehicles with Foreign License Plates on Toll Highways and the Collection of Penalties includes new provisions regarding tolls, violation penalties, and payment processes for vehicles with foreign license plates.
Accordingly, drivers who do not pay the fees and administrative fines for violating passages on highways operated by the General Directorate of Highways and on bridges and highways operating under the Build-Operate-Transfer model will not be able to exit Turkey without settling their debts.
PAYMENTS CAN ALSO BE MADE AT BORDER GATES
Tolls and penalties for vehicles with foreign license plates can be paid by bank or credit card at customs gates. Cash payments can only be made at the tellers where accounting services of customs administrations are conducted.
Domestically, violation passage payments can be made through PTT branches and contracted banks.
ALL INSTITUTIONS WILL TRACK VIA A COMMON SYSTEM
Through a data sharing system to be established among the General Directorate of Highways, the Ministry of Treasury and Finance, and the Ministry of Trade, tolls and administrative fines for vehicles with foreign license plates will be tracked on a plate basis through a common system.
Collection information regarding tolls will be regularly transmitted to the General Directorate of Highways through the systems of relevant institutions.
HGS SUBSCRIPTION WILL BE MANDATORY
According to the regulation, vehicles with foreign license plates will be required to subscribe to one of the Rapid Passage System (HGS) or similar electronic toll collection systems and maintain sufficient balance in their accounts.
Additionally, drivers will be held responsible for the HGS tag being functional and the vehicle plate being readable.
4 TIMES PENALTY FOR PAYMENTS EXCEEDING 45 DAYS
The regulation also rearranged the sanctions to be applied for violating passages.
Accordingly, if the violation passage fee is paid within 15 days, only the toll will be collected.
If payment is made within 30 days after the 15-day period, an additional toll equivalent to 1 time the passage fee will be charged.
For payments exceeding a total of 45 days, an administrative fine of 4 times the toll amount will be imposed.
