The "citizenship salary," which is among the election promises of the AK Party, will be implemented in pilot provinces in the new year. The support provided to households with incomes below the minimum wage will continue until at least one member of the family participates in the labor force. The pilot program, which will start in 2026, will be expanded nationwide based on the results.
A "Citizenship Salary" is coming for individuals with income below the minimum wage. The work carried out under the Income Complementary Family Support System is supported by the Ministry of Family and Social Policies, the Presidency of Strategy and Budget, and other ministries.
PAYMENTS WILL BE MADE AS LONG AS INCOME REMAINS BELOW THE MINIMUM WAGE
According to the news by Yücel Kayaoğlu from Türkiye Gazetesi, payments will continue in cases where no individual in the family is working or the total income does not meet the minimum wage. Additionally, extra support mechanisms will be activated to encourage employable individuals to participate in the workforce.
TO START AS A PILOT IN 2026
The implementation is planned to begin in 2026, initially in designated pilot provinces. Following the pilot period, infrastructure will be prepared to expand the model nationwide based on the data obtained.
The 2026 Year Program published by the Presidency emphasizes that the social assistance system will be reviewed and restructured in a way that does not hinder labor force participation. The new model aims to transform into an integrated structure that is family-focused and provides a minimum income guarantee per person.
HOW WILL THE SYSTEM WORK?
- A yearly income threshold similar to the minimum wage or poverty line will be determined.
- The difference for those whose income falls below the threshold will be paid as a salary.
- If the determined monthly limit is 20,000 TL and the income is 16,000 TL, a salary of 4,000 TL will be granted.
- The application will initially start in pilot provinces.
- It will then expand to all of Turkey.
