The salary increase rate for civil servants and retired civil servants in January will be between 18.7% and 20.5%. The 11% collective bargaining increase determined by the Arbitration Board will be supplemented by the inflation difference. According to these rates, the lowest civil servant salary will rise to 60-61 thousand TL, while the lowest retired civil servant pension will reach 27-28 thousand TL. The exact rate will be finalized with the data to be announced by TÜİK on January 3, 2026.

The salary increase rate for civil servants and retired civil servants for January has started to become clear. In addition to the 11% collective bargaining increase determined by the Arbitration Board, the Central Bank's latest forecast has revealed the new rates for the inflation difference to be provided.

INFLATION DIFFERENCE EXCEEDS 5%

For civil servants and retired civil servants to receive an inflation difference, the inflation in the second half of 2025 needed to exceed 5%. According to TÜİK data, the inflation for the July-October period was announced as 10.25%. Thus, it has been confirmed that the civil servants exceeded the 5% difference in the 4-month period. With this difference, the January increase has already reached 16.55%.

NEW CLUE FROM THE CENTRAL BANK

Central Bank President Fatih Karahan announced the year-end inflation forecast to be in the range of 31-33%.

According to these rates;

  • If the year-end inflation is 31%, the difference rate for civil servants will be 6.93%, and the total increase rate will be 18.7%,
  • If the year-end inflation is 33%, the difference rate will be 8.56%, and the total increase rate will be 20.5%.

NEW BASE SALARY FOR CIVIL SERVANTS

If the increase rate occurs between 18.7% and 20.5%, the lowest civil servant salary will rise from 50,503 TL to 60,947 - 61,856 TL.

  • Branch Manager (1/4): 76,659 TL → with an 18.7% increase 91,994 TL, with a 20.5% increase 93,374 TL
  • Civil Servant (University Graduate 9/1): 52,617 TL → with an 18.7% increase 63,456 TL, with a 20.5% increase 64,403 TL
  • Expert Teacher (1/4): 67,766 TL → with an 18.7% increase 81,438 TL, with a 20.5% increase 82,658 TL
  • Teacher (1/4): 61,146 TL → with an 18.7% increase 73,580 TL, with a 20.5% increase 74,681 TL
  • Chief Inspector (3/1): 74,490 TL → with an 18.7% increase 89,420 TL, with a 20.5% increase 90,760 TL
  • Police Officer (8/1): 68,084 TL → with an 18.7% increase 81,816 TL, with a 20.5% increase 83,041 TL
  • Specialist Doctor (1/4): 126,119 TL → with an 18.7% increase 150,703 TL, with a 20.5% increase 152,973 TL
