The bill, which includes regulations known to the public as the 11th Judicial Package and opens the way for the release of 55,000 prisoners, has been submitted to the Presidency of the Grand National Assembly of Turkey. AK Party Group Chairman Abdullah Güler stated, "Supervised release will occur 3 years earlier. It will not be a pardon, but conditional release. Initially, it concerns 54-55 thousand prisoners."

HEAVY PENALTIES FOR ORGANIZED CRIME GROUPS AND THUGGERY

With the package, penalties for organized crime groups that involve children under the age of 18 in crime are being increased. In cases where armed gangs use individuals under 18 as tools for crime, gang leaders could face up to 30 years in prison.

7 YEARS AND 6 MONTHS IN PRISON FOR FIRING IN THE AIR

Penalties are also being increased for individuals who endanger public safety by firing into the air in crowded areas. Those committing this offense could face up to 7 years and 6 months in prison.

UP TO 3 YEARS IN PRISON FOR BLOCKING ROADS

Additionally, the act of "blocking roads" in traffic is defined as a crime on its own. A person who stops a vehicle or prevents it from moving could face up to 3 years in prison. In cases of causing injury by negligence, the penalty for simple cases is set at 2 years, while it could be up to 5 years if multiple individuals are injured.

NEW MEASURES AGAINST CYBER CRIMES

The 11th Judicial Package also introduces new measures to combat cyber crimes. Accordingly, bank accounts cannot be opened without biometric verification methods such as photographs, facial recognition, fingerprints, or chip-based identity cards. In suspicious cases, the relevant bank account may be suspended for up to 48 hours.

Moreover, the number of GSM lines that can be registered in one person's name will be limited by the Information Technologies and Communications Authority (BTK). Penalties will be imposed on individuals and operators who do not comply with the established limit.

NEW REGULATIONS IN THE EXECUTION REGIME

The package also includes a regulation regarding the execution regime. The release of convicts who are "completely insane" will be prevented without being held in a healthcare institution for a certain period.
