CHP Karabük Deputy Cevdet Akay addressed Minister Şimşek during the budget discussions of the Ministry of Treasury and Finance in the TBMM Planning and Budget Commission, holding photos of Ziraat Bank's logo. Akay stated, "There is a 1 billion lira difference between the two photos. How is there a 1 billion lira difference? One is the old emblem, and the other is the new one. Only the shape of the letter 'a' has been changed. Approximately 2,000 branches are undergoing sign changes, which costs 954 million."

The discussions on the 2025 budget of the Ministry of Treasury and Finance and its affiliated institutions continue in the TBMM Planning and Budget Commission. Cevdet Akay, a member of the TBMM Planning and Budget Commission and CHP Karabük Deputy, raised allegations of irregularities at Ziraat Bank, stating, "We had received information regarding some suspicious activities. There were complaints that valuation companies licensed by the Capital Markets Board (SPK) were valuing properties at higher values than they actually were, leading to suspicions in the credit disbursements. We also had questions regarding the actions of senior bank executives that were contrary to the banking law.

For example, Fikrettin Aksu, the Deputy Chairman of the Board of Ziraat Participation Bank, is an advisor to the General Manager of Ziraat Bank. This person has previously worked at Ziraat Bank at a senior level and has since retired. This individual established a company called NSA Enerji and obtained a loan of nearly 2 million dollars from Ziraat Bank within 10 days. Despite being a partner in this company, which has no relation to agriculture, he used this loan. Moreover, he also received an incentive certificate worth 7 million 322 thousand lira from the Ministry of Industry and Technology. We requested an investigation into this matter and for the results to be reported to us. While our farmers cannot access credit, subsidized loans at low interest rates have been granted to this company, which is contrary to the banking law, resulting in unjust enrichment and misuse of bank resources. We have not received a satisfactory response to this.

"A BRANCH FIT-OUT COSTING 15 MILLION LIRA PER UNIT"

On the other hand, erroneous practices continue. Can you see a difference between these two images, dear Minister, esteemed members of parliament? Can you see a difference? I kindly ask you to look very carefully. There is a difference of 1 billion lira between these two photos. How is there a difference of 1 billion lira? One has the old logo, and the other has the new one. Only the shape of the letter 'a' has changed. So how has this cost 1 billion? Approximately 2,000 branches are changing their signs, digital elements are being changed, bank account books are being changed, business cards, letterheads, all materials you can think of are being changed, totaling 954 million. And it doesn't stop there; each branch fit-out costs 15 million lira. All branches will be renewed in four years, totaling 27 billion. This is a very serious amount. Through which companies are these transactions being carried out? Is someone trying to enrich themselves? I am curious about this. I want this to be investigated. I wonder if the savings measures are unlimited for the poor while there are billion-lira expenditures for Ziraat Bank.

"DID THE BDDK PRESIDENT ISSUE AN INVESTIGATION ORDER?"

We have continuously reported these complaints and called on the BDDK to take action. I do not know if our BDDK President, Mr. Kavcıoğlu, has conducted an investigation regarding these matters. Did BDDK President Kavcıoğlu issue the necessary investigation order? Orhan Candemir is the brother-in-law of Şahap Kavcıoğlu. He has no connection to banking. This person has been appointed to Ziraat GYO and has been appointed as a manager at Ziraat within a year. While there are qualified and competent employees waiting for such appointments within the bank, and while there are unemployed young people, unfortunately, appointments through connections continue. I am reporting these issues to you as a whistleblower. Please investigate these matters in detail and hold the responsible parties accountable."
