The Ministry of Interior granted permission for an investigation into allegations of irregularities in concert expenses by the Ankara Metropolitan Municipality, concerning Mayor Mansur Yavaş and his chief of staff. Yavaş stated that the decision reflects a double standard and emphasized his belief that justice will prevail sooner or later. He also announced that they would appeal to the Council of State.

After this decision, the first statement came from Mansur Yavaş. Yavaş stated, "As it will be remembered; a request for investigation permission was made to the Ministry of Interior regarding an indictment in the 'concert investigation' conducted by the Ankara Chief Public Prosecutor's Office, which does not even include my name. Upon this request, the Ministry assigned an inspector to our municipality, and I submitted my written statement. The Ministry, which previously did not even see the need to take a statement on this matter, has now decided to grant 'investigation permission' regarding me and my Chief of Staff." he expressed.

A CLEAR DOUBLE STANDARD

Yavaş expressed that the decision is a double standard, stating, "However, while decisions have been made in numerous complaints regarding the previous period that the mayor cannot be held responsible for the work done by the units, it is a clear double standard to apply the exact opposite today. It is unacceptable to have this understanding of justice that operates differently for everyone." he said.

"WE WILL APPEAL TO THE COUNCIL OF STATE AS SOON AS POSSIBLE"

Emphasizing his faith in the judiciary, Yavaş said, "We firmly believe that justice will be served sooner or later and that this decision will be overturned by the judiciary. Let it not be forgotten; law will be needed by everyone one day." Yavaş also stated that they would appeal to the Council of State as soon as possible and announced that he would share a more detailed explanation with the public on Monday.

BACKGROUND OF THE INVESTIGATION

According to the report prepared by the Ministry of Interior's Inspectorate as part of the Ankara Chief Public Prosecutor's investigation, based on the MASAK examination, the Court of Accounts examination, and expert reports, it was determined that the Ankara Metropolitan Municipality incurred a loss of 154 million 453 thousand 221.60 lira in 32 concert service procurements.

As part of the investigation, on September 23, 14 suspects, including former municipal bureaucrats and company officials, were detained on charges of "abuse of office" and "manipulating a tender."

After the procedures at the police station, the suspects brought to the Ankara Courthouse were referred to the peace criminal court after giving statements to the public prosecutor conducting the investigation.

Of the suspects, 5 were arrested by the on-duty peace criminal court for the crimes of "embezzlement" and "manipulating the tender of public institutions or organizations," while 9 suspects were released under judicial control conditions.

The investigation was completed, and a 59-page indictment was prepared against 14 defendants, 5 of whom were arrested, demanding prison sentences ranging from 7 years and 6 months to 31 years and 6 months for the crime of "qualified embezzlement."

The indictment was accepted by the Ankara 34th Heavy Criminal Court.
