Three months ago, the proposed legislation regarding scrap vehicles had created expectations for incentives. However, it was stated that this issue is not on the government's agenda.
It is expected that in the upcoming period, proposals for laws regarding the judiciary package, amendments to the Competition Law, and regulations concerning the personal rights of HSK members will be presented in the Turkish Grand National Assembly (TBMM). While the law proposal submitted by MHP Kırıkkale Deputy Halil Öztürk three months ago regarding scrap vehicles has created expectations for incentives, it has been reported that this issue is not on the government's agenda.
PENALTIES ARE IN THE FOREFRONT OF THE LAW PROPOSAL
According to information obtained from AK Party sources, work is being done on the law proposal in line with the 4th Judicial Reform Strategy Document announced by President Recep Tayyip Erdoğan last month. The law proposal, which is planned to be submitted to the TBMM at the beginning of March, will include regulations related to the criminal justice system and deterrence in penalties. In order to eliminate the perception of impunity for crimes under two years, practices such as supervised release and conditional release will be implemented, and revisions regarding minimum and maximum limits for certain crimes in the Turkish Penal Code (TCK) will be made. Mandatory public service applications for crimes under two years are also anticipated.
THE SUBJECT OF THE REGULATION IS COMPLETELY DIFFERENT
Another regulation expected to be presented to the TBMM concerns the planned amendments to the Competition Law. In this context, regulations will be made regarding companies providing service over the internet. The Ministry of Trade and the Competition Authority will monitor and regulate whether the market dominance of large companies providing such services violates competition conditions. It has been learned that as part of ongoing efforts in this regard, a final meeting with sector representatives and other stakeholders is planned, after which the law proposal will be brought to the TBMM. Additionally, it is stated that a regulation will be made to ensure equality in terms of retirement and other personal rights for those appointed from outside to HSK membership, which will be brought to the TBMM with a comprehensive law proposal.
THEY HAVE COLLECTED SCRAP CARS
In response to the expectations that have arisen in the public regarding whether a regulation will be made concerning scrap vehicles, AK Party sources emphasized that such an issue is not on the agenda of the AK Party. Officials stated, "Is there such a demand in a social sense? There is no such thing. A few people in three or five regions have collected scrap vehicles, but there is an impact analysis, there is a study. What is the number of vehicles that will be banned from traffic? What is the target with the reduction we call ÖTV? Is there a financial cost to the budget?... Nothing is clear. Some people have collected scrap cars in the market. There is no incentive for scrap vehicles on the agenda," they expressed.
EXPECTATIONS HAD BEEN CREATED FOR SCRAP VEHICLES
On November 18, 2024, MHP Kırıkkale Deputy Halil Öztürk submitted a law proposal regarding the prohibition of repairing and reintroducing into traffic vehicles that are determined to be severely damaged due to traffic accidents or natural disasters, and that have become unusable due to reasons such as reaching the end of their economic life, aging, wear and tear, accidents, and burning, with a penalty of 500,000 TL for those who act against this prohibition, and the limitation of sales transactions related to these vehicles within the framework of spare parts and scrap sales.
