The AK Party is preparing a new amnesty regulation for students who have dropped out of higher education. It is planned to grant the right to return to school for those whose university ties were severed after July 1, 2022, starting from the fall semester of 2026-2027. The proposal is expected to be presented to the Parliament after the work is completed.

The AK Party Parliamentary Group has reached the final stages of a comprehensive study that foresees changes in the Higher Education Law. Within the scope of the draft regulation, it is planned to open a path for students who could not complete their education for various reasons to return to their universities. According to the prepared study, students whose ties with their universities were severed after July 1, 2022, will be able to re-enroll. Those who meet the application requirements will be able to continue their education from where they left off starting from the fall semester of the 2026-2027 academic year.

NEW RIGHT FOR THOSE WHO COULD NOT COMPLETE APPLIED EDUCATION

The regulation particularly covers students whose education was interrupted during the applied education phase. Those who successfully completed their theoretical courses but could not proceed to the internship or practical process, as well as those who could not start, dropped out, or failed in their applied education, will have the opportunity to complete their education. It is stated that thousands of students studying in application-heavy departments such as medicine, veterinary medicine, tourism, agriculture, and gastronomy will benefit from this right.

AGE LIMIT IN ACADEMIA IS ALSO ON THE AGENDA

The draft text includes not only student amnesty but also regulations regarding academic staff. Accordingly, the option to raise the current age limit of 67 for faculty members to 72 is being considered.

“EXPECTED PARTICIPATION WAS NOT ACHIEVED”

According to a report by Buse Gençtürk from Habertürk; AK Party sources state that the level of applications received from student amnesties issued in previous years was not as expected. According to the impact analyses conducted, although it was anticipated that approximately 100,000 people would benefit, the number of applicants remained around 5,000. It is planned to present the proposal to the Grand National Assembly of Turkey after the completion of the studies.
