North Korea surrendered to heavy rains in areas near the country's border with China. According to news in the North Korean press, many regions, especially the city of Sinuiju in the Phyongan province and the Uiju district, received record levels of rainfall as of July 27, and the water level of the Amnok River exceeded the danger limit. While 5,000 people were stranded in their areas due to the floods, country leader Kim Jong-Un personally managed the helicopter-supported rescue operation carried out by the North Korean army.

Kim congratulated the Air Force personnel for their success in the rescue operation, describing the helicopters' ability to rescue so many people from the flood areas in a little over half a day as "incredible." Kim stated that the flood damage in the city of Sinuiju and the Uiju district was very serious and emphasized that the priority was to protect the lives and property of the people. Kim underlined that state organs should provide all necessary support to the disaster victims, including food, medicine, and daily needs, and gave instructions to take rapid steps to prevent possible future disasters.
STRONG CRITICISM OF TOP OFFICIALS
Kim stated that he had repeatedly emphasized the need to take precautions against disasters such as heavy rain, floods, and typhoons, and said, "I have warned officials many times about their irresponsibility regarding such serious measures." Kim pointed out that the recent heavy rains were predicted before the disaster, saying, "However, the necessary importance has not yet been given to efforts to prevent disasters caused by natural disasters. The laziness and opportunism of officials in important positions have reached very serious levels," he said.
"IRRESPONSIBLE EMERGENCY RESPONSE"
Kim stated that the National Emergency Response Committees operate at the provincial and district levels, but these activities remain only in theory, criticizing the disaster response institutions for relying on the military's rescue operation. Kim stated that the public security organs responsible for ensuring the life and safety of the people acted "irresponsibly" and gave instructions to the officials to take the necessary precautions.
