INVESTIGATION INTO THE BUILDING PERMIT PROCESS
In the investigation carried out by the Istanbul Anatolian Chief Public Prosecutor's Office, based on reports, victim statements, and statements from some suspects indicating that Uskudar Municipality Deputy Mayor F.D., Mayor's Advisor U.M., Private Secretary A.K., City Inc. General Manager N.A., and relevant unit managers and personnel committed irregularities in the building permit and occupancy permit processes, an investigation was launched against Mayor Sinem Dedetas on charges of "bribery," "extortion," and "forming and managing an organization for the purpose of committing crimes."
ALLEGATION THAT UNAUTHORIZED PERSONS MANAGED THE PERMIT PROCESS
Within the scope of the investigation, it was alleged that employees of the municipal subsidiary City Inc., despite not having any official authority, gave instructions to municipal personnel through a communication network created via an encrypted closed-circuit email system and lot-parcel based Excel tables, effectively coordinating the building permit processes.
ALLEGATION OF IRREGULAR PROFIT OF 361 MILLION LIRAS
In MASAK examinations, it was claimed that consultancy service contracts totaling 1,078,870 liras were arranged between City Inc. and contractors, and through these contracts, a total of 361,392,264 liras was collected unofficially from contractors seeking building permits.
ALLEGATION OF CASH BRIBERY IN DOLLARS
According to the allegations in the investigation file, in high-volume construction projects, bribes in cash dollars were taken from contractors under the coordination of Mayor Sinem Dedetas's advisor U.M. and City Inc. General Manager N.A. It was alleged that in return for the bribes, occupancy permits were issued contrary to regulations, and that the money was delivered in installments to advisor U.M. at the municipal building, as determined by HTS records, base station data, and suspect statements.
6 SUSPECTS TAKEN TO COURT
Within the scope of the investigation, the procedures at the police station for 6 suspects detained in simultaneous operations at 11 addresses on July 29 have been completed. After undergoing health checks, the suspects, along with 6 people including Uskudar Municipality Mayor Sinem Dedetas, were referred to the Istanbul Anatolian Courthouse.
