Armenian Prime Minister Nikol Pashinyan stated that work on a new phase in the normalization process with Turkey is ongoing, and announced that assessments regarding the dialogue format with the new special representative who will conduct contacts with Ankara are continuing.
The roadmap for a new phase in the normalization process between Armenia and Turkey has begun to take shape. The Yerevan administration continues its work on the new special representative who will take part in the contacts with Turkey and on how the talks will be conducted.
PASHINYAN: OUR ASSESSMENTS ARE ONGOING
Following the nomination of Armenian National Assembly Vice President Ruben Rubinyan for the Parliament Presidency, the new special representative to be appointed in his place and the new format of contacts have come onto the agenda of the Pashinyan government.
According to Armenpress, Armenian Prime Minister Nikol Pashinyan stated that no final decision has yet been made on the special representative, saying that assessments continue on the framework and format in which the dialogue with Turkey will be conducted.
Pashinyan said, "There is no decision yet on the special representative. We need to determine how we should act within the framework of our dialogue with Turkey. We are currently discussing among ourselves with what logic and in what format we will continue our work in order to make appropriate decisions. Our assessments on the matter are ongoing."
CONFIDENCE-BUILDING STEPS IN THE NORMALIZATION PROCESS
Ministry of Foreign Affairs Spokesperson Öncü Keçeli had previously provided information about the confidence-building steps taken in the normalization process between Turkey and Armenia, which has been ongoing since 2022.
Keçeli stated that the bureaucratic work carried out to implement direct trade was completed as of May 11, 2026, and noted that under the new regulation, goods going from Turkey to Armenia via a third country or coming from Armenia to Turkey using the same route can have "Armenia/Turkey" shown as the final destination or point of departure in the documents.
WORK CONTINUES FOR THE OPENING OF THE BORDER
Keçeli also stated that technical and bureaucratic preparations for opening the land border between the two countries are ongoing.
Emphasizing that Turkey attaches importance to strengthening lasting peace and prosperity in the South Caucasus, Keçeli noted that support for developing economic relations in the region and advancing cooperation for the benefit of all regional countries and peoples will continue.
NORMALIZATION TALKS BEGAN IN 2022
Turkey's former Ambassador to Washington, Serdar Kılıç, was appointed as Turkey's Special Representative for Armenia in 2021, while on the Armenian side, Ruben Rubinyan was appointed as the special representative.
The special representatives of the two countries, Serdar Kılıç and Ruben Rubinyan, met for the first time in Moscow in January 2022, and it was agreed that Turkey and Armenia would continue negotiations aimed at the full normalization of relations without preconditions.
