In the MASAK report prepared within the scope of the bribery and criminal organization investigation conducted by the Manisa Chief Public Prosecutor's Office, a remarkable money transfer was detected. It was determined that 250 thousand liras were sent with the explanation of 'donation' before the 2023 elections from the account of Ali Seçer, who is known to be a partner and brother of Mersin Metropolitan Municipality Mayor Vahap Seçer, to the arrested suspect Demirhan Gözaçan, who is alleged to be the 'treasurer' of Özgür Özel.
In the criminal organization and bribery investigation coordinated by the Manisa Chief Public Prosecutor's Office, MASAK records revealed a striking money movement. It was determined that 250 thousand liras were sent as a "donation" before the 2023 elections from the account of Ali Seçer, the brother of Mersin Metropolitan Municipality Mayor Vahap Seçer, who served as general manager in the company where Vahap Seçer is a partner, to detained suspect Demirhan Gözaçan, known as "Özgür Özel's safe." It was learned that Ali Seçer, whom Gözaçan, who received the payment, said "I don't know him," was included in the investigation as a suspect and was placed under house arrest due to health problems.
Mersin Metropolitan Municipality Mayor Vahap Seçer "CRIMINAL ORGANIZATION AND BRIBERY" OPERATION Within the scope of the investigation conducted by the Manisa Chief Public Prosecutor's Office for the crimes of "establishing an organization to commit crimes" and "bribery," an operation was carried out on June 10, 2026, by the teams of the Manisa Provincial Police Department Anti-Smuggling and Organized Crime Branch Directorate.
In the operation, Demirhan Gözaçan, referred to as Özgür Özel's "safe" in the investigation file, Özgür Özel's former advisor and manager of the Şehzadeler Municipality subsidiary company Cem Yüzer, and Gözaçan's driver Anıl Demir were arrested.
MASAK REPORT AND HTS RECORDS BROUGHT THE SECOND OPERATION In the examinations conducted on the MASAK and HTS records of the arrested suspects, new names and money movements were reached. Following the determinations, a simultaneous operation was carried out in Istanbul, Izmir, Mersin, and Muğla, centered in Manisa, on July 16, 2026.
In the raids on 14 determined addresses, 14 suspects were caught and detained. The 250 thousand lira money transfer uncovered in the financial aspect of the investigation became one of the most striking elements of the file.
SENT 250 THOUSAND LIRAS BEFORE THE ELECTION According to MASAK records, 250 thousand liras were sent from Ali Seçer's account to Demirhan Gözaçan's account in a single transaction on April 17, 2023. It was determined that "donation" was written in the description section of the money transfer, which was made approximately one month before the presidential and parliamentary elections.
It was determined that Ali Seçer worked as the general manager at Seçer Tarım Gıda Yağ Sanayi ve Ticaret AŞ operating in Mersin; and that Mersin Metropolitan Municipality Mayor Vahap Seçer was also among the partners of the company.
"I DON'T KNOW HIM" DEFENSE Demirhan Gözaçan said in his statement taken within the scope of the investigation that he did not know Ali Seçer. Gözaçan argued that the money sent to his account may have been deposited to contribute to election campaigns.
It was stated that in the HTS examination, no direct communication record was found between Gözaçan and Ali Seçer and Vahap Seçer. Despite the lack of any communication between the parties, the scope of the relationship under which the 250 thousand liras were sent and the real purpose of the "donation" became among the topics seeking answers in the investigation.
HOUSE ARREST FOR ALİ SEÇER DUE TO HIS HEALTH For Ali Seçer, who was detained, house arrest was requested, considering that he has two stents in his heart and was discharged from the hospital a short time ago. The court decided to impose a judicial control measure of not leaving his residence on Ali Seçer.
Within the scope of the file, there are currently 4 arrested and 7 suspects under judicial control measures. It was learned that the investigation conducted by the Manisa Chief Public Prosecutor's Office is being carried out in a multi-faceted manner in line with the money movements detected by MASAK and the connections between the suspects.
