A research article published by Haberler.com on July 24 revealed that MoonPay, which is not on the SPK's current provisional list, was offering cryptocurrency buying and selling services with credit cards through its Turkish website.

Checks conducted on July 31 showed that MoonPay's Turkish homepage and its cryptocurrency buying and selling pages returned a 404 error. The company made no public statement about when or why the pages were removed.

Cryptocurrency Purchase Call on the 404 Page

Users who visit MoonPay's Turkish web address are not greeted with a blank error page. The 404 screen prepared by the company displays the message, "You found an easier way to buy crypto with MoonPay." Right below it, a call to "Get the MoonPay app" is presented, along with links to the App Store and Google Play.

Users are also shown the message, "Your next crypto purchase is just a tap away." Thus, even though the Turkish content has been removed, the same address continues to direct users coming from Turkey to MoonPay's mobile transaction channel.

Turkish Promotion Continues on Google Play

The MoonPay app can be downloaded from Turkey via Google Play and the Apple App Store. The "Install" option on the Turkish page on Google Play is kept active.

The app description states that Bitcoin, Ethereum, Solana, XRP, and more than 170 other crypto assets can be bought, sold, and exchanged. Credit and debit cards, Visa, Mastercard, Apple Pay, and Google Pay are listed among the supported payment methods.

In the Turkish text, users are urged to complete transactions with phrases like "complete your purchase in a few clicks" and "start growing your crypto portfolio."

It is also noteworthy that the app was last updated on July 29, 2026. This date falls after the publication of the research on Haberler.com.

TRY Transaction Screen Remains Open

The removal of the Turkish pages does not mean that MoonPay's transaction infrastructure accessible from Turkey has been completely shut down.

When entering the purchase screen from Turkey, the Turkish lira option is enabled. During the check, a Bitcoin offer was created for 1,000 TRY, and the system proceeded to the stage of opening an account with an email address.

No personal information was shared, no identity verification was performed, and no real card transaction was completed during the check. Therefore, whether a card issued in Turkey would be accepted at the payment stage was not conclusively verified.

Nevertheless, the ability to create an offer in TRY, the functioning of the account creation screen, and the availability of active mobile app links indicate that the transaction channel accessible from Turkey has not been entirely closed.

Closing the Turkish Page Does Not Indicate the End of Activities

According to the SPK's Communiqué No. III-35/B.2, creating a Turkish website or conducting promotional activities directly or through intermediaries targeting Turkey is among the criteria used to determine that the activity is directed at persons in Turkey.

Experts state that removing the Turkish pages alone does not prove that activities directed at Turkey have ceased. They highlight that the accessibility of the mobile app in Turkish stores, Turkish promotional texts, the TRY transaction option, and user redirects must all be evaluated together.

Article 99/A of the Capital Markets Law No. 6362 regulates the unauthorized activities of overseas platforms directed at persons in Turkey. If the activity is identified by the competent authorities as unauthorized crypto asset service provision, the penal provisions of Article 109/A of the Law may come into effect.

Within the scope of the regulation, responsible real persons and authorized representatives of legal entities may face imprisonment from three to five years and judicial fines from 5,000 to 10,000 days. Measures may also be applied to the relevant internet addresses and access channels.

On the other hand, the 404 error on the Turkish pages does not indicate that an access ban decision has been made regarding MoonPay. Instead of a notice from the BTK or the Association of Access Providers, the company's own 404 page appears on the screen.

The situation is clear: MoonPay's Turkish pages have been closed, but the channel leading to the app and the TRY transaction screen remains open.
